For VA-accredited representatives
Your clients' decision letters, organized issue by issue.
For VA-accredited attorneys, claims agents and VSO representatives, including county veteran service officers. Upload a client's decision letter and the records behind it, and ClaimScope lists each issue with its diagnostic code, deadline, authorities and page cites. It analyzes and organizes; you stay the representative.

The hard parts of record review
Long records, one document at a time
Decision letters, exams and treatment notes arrive as long PDFs, often mislabeled, and each one has to be opened and read.
Deadlines that don't move
A Higher-Level Review or Board appeal generally has to be requested within one year of the decision notice, and a Supplemental Claim within that year keeps the effective date (38 C.F.R. 3.2500 (opens in a new tab)). An appeal to the Court of Appeals for Veterans Claims within 120 days of a Board decision (38 U.S.C. 7266 (opens in a new tab)).
Issues that hide in the record
Secondary conditions, unemployability (TDIU), special monthly compensation and effective dates are easy to miss across a long file.
Waiting on records
A claims file request can take a while. You can start with the decision letter and the records you already hold.
What you get
Live today for verified representatives. Every finding cites the record page it came from, so you can check it.
- Client dashboard
- Each client's name, your firm's file number and notes, the review status, and the earliest open deadline with a day countdown: red at 30 days or fewer, amber at 90 or fewer. SMC, TDIU and CUE flags are labeled as flags to check, not predictions.
- Advocate Mode, issue by issue
- For each issue: the diagnostic code with a link to its 38 C.F.R. Part 4 section and the current rating, the review route, the deadline, status and confidence, the statute and regulation authorities as formal cites, the record pages relied on, and evidence gaps.
- Copy the issue list
- One button copies the issues as plain text for your notes, marked “Not a filing; verify every cite against the record.”
- Reports in your firm's name
- Reports and share links (each link works for 14 days) carry your firm's name, your logo and the note “Record review prepared for your firm with ClaimScope analysis.”
- Pending claims too
- Because it only analyzes, searches and organizes, you can use it on a client's claim before VA decides.
- A client list without identifiers
- You type in each client. The list holds a name, your file number and notes, never Social Security numbers, dates of birth or health details.
What it never does
You stay the representative.
The limit is built into the software: drafting outputs are removed from representative reports, and VA form filling is refused for representative accounts.
- Never drafts arguments, statements, letters or medical opinions.
- Never fills in VA forms, including VA Forms 21-22 and 21-22a.
- Never signs, files or submits anything to VA.
- Never connects to VBMS or the Accredited Representative Portal. You download the records and upload them.
- Never gives legal advice or predicts how VA will decide.
How it works
Step 1: Apply
Sign in, then give your firm or organization name, your accreditation (attorney, claims agent or VSO representative) and your VA accreditation number. Add a logo for your reports if you like.
Step 2: We verify your accreditation
A founder checks your number on VA's accreditation search before your dashboard opens. Changing the number or kind sends the account back for review.
Step 3: Add clients and upload their records
Type in a client, then upload the records you're authorized to share, as PDFs, and file the review under that client.
Step 4: Review in Advocate Mode
Work through each issue with its code, route, deadline, authorities, page cites and evidence gaps, and check each finding against the record.
Step 5: Copy the issue list or share a report
Paste the issue list into your own notes, or share a report in your firm's name. Any drafting and filing is yours.

Security and privacy
- Encrypted storage and processing
- Records are stored with AES-256 encryption and processed on a server whose disk is encrypted.
- Your clients stay yours
- Every file request is checked against the account that owns it, so each representative sees only their own clients.
- Secure sign-in
- Two-step sign-in is available for your account and required for every ClaimScope staff account.
- Uploads are checked
- Uploads are scanned for malware before anything reads them.
- Three outside services, no more
- Records go only to Cloudflare (hosting, storage and database), DigitalOcean (processing) and OpenAI (analysis). OpenAI receives the text with response storage turned off, doesn't use it to train its models under its business terms, may keep it up to 30 days for abuse monitoring, and works under a signed data processing agreement and business associate agreement.
- Deletion
- Deleting your account removes your advocate profile and client list. Database backups roll off within 30 days.

Your duties
General information, not legal advice. Check the rules that apply to you.
- Preparing and filing are yours
- As an accredited representative, you may prepare, present and prosecute claims (38 U.S.C. 5901 (opens in a new tab); 38 C.F.R. 14.627 (opens in a new tab), 14.629 (opens in a new tab)). ClaimScope deliberately does none of that: it only analyzes and organizes, so you do all of the preparing and filing.
- Competence, diligence and confidentiality
- 38 C.F.R. 14.632 (opens in a new tab) requires competent, diligent representation and bars disclosing information VA provides without the claimant's authorization. You are responsible for your client's authorization, and informed consent where your rules require it, before you upload. Lawyers may also look at ABA Formal Opinion 512 (opens in a new tab) on generative AI tools and 477R (opens in a new tab) on securing client information.
- The cost is overhead
- Normal overhead isn't a reimbursable expense (38 C.F.R. 14.637(c) (opens in a new tab)), so don't bill this tool to a Veteran as an expense. VSO representatives may not charge Veterans at all (38 C.F.R. 14.636(b) (opens in a new tab)).
- VA systems access
- Never use ClaimScope to log in to VBMS, and never share your VA system credentials with anyone (38 C.F.R. 1.602 (opens in a new tab); see 1.600 to 1.603). Download the records, then upload them.
The Representative Terms of Use set out these responsibilities in full.
Who built it
ClaimScope was built by Gabe, a VA-accredited attorney (accredited September 18, 2026), Army infantry Veteran of Afghanistan and former Army JAG, and his co-founder Erick, an infantry combat Veteran.
Questions
Can I use it on a pending claim?
Yes. Representative accounts only analyze, search and organize, so they can be used before VA decides. Nothing is ever drafted or filed for you.
Does it connect to VBMS or the Accredited Representative Portal?
No. There is no connection to any VA system. Download the records you're authorized to access, then upload them as PDFs. Never give anyone your VA system credentials.
Do I need my client's consent?
Yes. Before you upload, you need a VA Form 21-22 or 21-22a on file or your client's written authorization, and informed consent where your professional rules require it. The Representative Terms of Use make this your responsibility.
Who can see my clients' records?
Only your account: every file request is checked against the account that owns it. Records go only to the three outside services listed above. We don't contact your clients or use their records for marketing.
Can I bill my clients for it?
Treat it as overhead. Normal overhead isn't a reimbursable expense under 38 C.F.R. 14.637(c), and VSO representatives may not charge Veterans (38 C.F.R. 14.636(b)).
What can I upload?
PDFs: a decision letter and the records behind it, up to 1,000 pages per review. Zipped claims files aren't accepted on representative plans.
Can my staff have their own logins?
Not yet. Each firm or organization has one login.
